Requirements
Grade 12 and an undergraduate qualification (NQF level 7) as recognized by SAQA in Supply Chain Management/ Logistics or related/relevant field. Supply Chain Management experience with 5 years’ experience at a middle/senior managerial level. Extensive experience in government supply chain management procedures. Extensive experience in working with Relevant Treasury. Knowledge and understanding of all relevant legislation and regulations and ensure the following items: Demand Management, Acquisition Management, Logistics Management and Disposal Management. Supply Chain Manual, Annual Financial Statement guideline (SAP/SRM/BAUD and Pastel. Public Service including the Public Finance Management Act, 1999 (Act 1 of 1999), Treasury Regulations, the Public Act 1994 (Act 103 of 1994), the Labour Relations Act, 1995 (Act 66 of 1995). A proper understanding of Government Tender Regulations and Processes. Good communication skills (verbal and written) and ethical behaviour. Good Planning and organising skills. Knowledge and understanding of Government reporting requirements. Knowledge and understanding of sector strategic management frameworks. Ability to work independently and under pressure. Valid drivers’ license. Competencies: Client orientation and customer focus skills. Presentation skills. Computer literate. Strategic management skills. Communication (written and verbal) skills. Duties
Manage the administrative processes of the Bid Evaluation Committee and the Departmental Acquisition Council. Develop an appropriate supplier database that will ensure timeous procurement of goods and services. Develop and maintain systems that will ensure proper management of inventory and assets within the department. Ensure that the risk profile of the Department in so far as Supply Chain Management is concerned is adequately managed. Develop system of internal controls that will minimize the occurrence of fraud and corruption. Provide direction and leadership to the directorate. Ensuring strategic alignment between the programmes. This implies having a good understanding of the environment within which the directorate operate and aspects underlying the work and being able to think analytical and make strategic decisions about the work.
